With the abundance of photo-editing software available, how do you know what to choose?

First, consider your skill level - a Beginner is just starting to learn how to edit photos, while an Intermediate user is comfortable with basic tools and is ready to stretch just a little more. Advanced users are often looking for fine-tuning filters, custom actions, and other specific tools.  Other factors to consider include the price point (free to $$$), computer compatibility (not all applications run well on all machines), and the functionality that you want (ranging from making minor edits to completely transforming your photos).
